Is there a way to interface an internal hard drive with a usb drive? - how to interface an 24lc32a to 16f84a

I have an internal hard drive (a Western Digital WD10EACS) I have something connected by a USB interface to a laptop. I've heard such a thing is possible if you buy the right components, so that someone can point me in the right direction?
